Someone should combination padlock a shopping cart, wheelbarrow ,or  big wheelie garbage can at either end of the Riverwalk. Post the combination somewhere and anyone taking a walk downtown could fill er up.
Just need to recon dumpsters or figure other logistics.

Of course, JSO undoubtably has a &quot;unpermitted river cleanup&quot; stakeout task force forming. Bet there is a camera trained under the Acosta already.(then again one probably has been, undisclosed Downtown surveillance locations and all)

I am gonna miss that shopping cart. We had a very existential relationship.</description>
